In reality it's whatever the person speaking doesn't like. It never had a real meaning. It's just like "socialism", another buzz word you can mold to whatever you want it to mean.
If you purchase a property that has water on it, you're in charge of how that water operates. In the case of a President, they've taken control of the Executive branch of the government. Everything from the Federal board of education to the EPA to the State Department, etc. makes up that "water".
When your property has a wonderful shining lake with (relatively) clean water and teeming life, things tend to thrive and be quite beautiful. When it turns into a brackish swamp, things tend to flood, life dies, and everything is choked out by rot.
"Draining the Swamp" from a Presidential sense, has stood for rooting out all the portions of the executive bureaucracy that has choked everything out and caused the rot.
Any reference to representatives, senators, etc. being "The Swamp" is completely unrelated to the Executive Branch. Those are State level swamps, which have to be handled at the state level. The most any President can ever do is point out the state swamps and encourage voters in those states to resolve them.
