2) A lot of that "Semi-arid" terrain in the USA is probably the great plains regions from Montana down to west Texas, which due to the high stability and development of the USA is probably a hell of a lot more productive and hospitable than Iran's "semi arid" which is probably mostly pasture land bordering hostile countries
