As somebody who manages a biology lab, it's SUPER SUPER common that you freeze samples, put them in liquid nitrogen storage, and forget about them. You just don't need them for 5 years. Then that grad student leaves, or the PI leave the institution, and another lab inherits their samples. Chain this a few times and you have samples from the 70's getting passed down with no safety data or origin data.

I would be absolutely not surprised if we find vials of smallpox virus in random labs.
