Maybe it's just a fall guy for the mob but replacing top generals doesn't change the realities on the battlefield, it only buys some relief from the criticism.

Protesters on the streets. Citizens attacking government forces. Top leadership in tumult. Infighting between factions. Clear external pressures they can't overcome, and overwhelming crisis. Cracks in the foreign backing. More desperate and escalatory measures i ncombat.

Its almost like that was an entirely foreseeable chain of events, and the fact we're running into it is indicative of the inevitable endgame
