A properly executed meritocracy would be the best I can think of. Whether it could be done properly, if at all, is an open question.

Ancient China is perhaps the best historical example. Singapore today considers themselves a meritocracy, and they're doing pretty well (though I'm not super knowledgeable about the specifics of their system). They rank near the tops globally in order and security, absence of corruption, and effective criminal justice. It is also ranked highly in education, healthcare, life expectancy, quality of life, personal safety and housing.
