If US intelligence said it was committed by Assad's forces, that's the narrative the administration is running with. I don't know why Assad would do that, it doesn't make sense to me either, but I trust French and American intelligence far more than the Russians and Syrians.
Number 1 priority for whom? The administration has been unclear about whether Assad must go, they haven't been actively involved in negotiating the political future of Syria, and Trump made clear before this chemical attack that he wants to get out asap. The U.S. isn't going to overthrow Assad, but I'm not sure how Assad stays in charge long-term after the war is finally over.
