it's not unlikely that by lowering environmental and especially safety standards to american levels, the import of american cars will sink even further than the current 10k. so the cap increase was likely just done to sell this as a "win" to simple minded people who don't understand the issue fully.
that being said, to consider blackmailing a longterm ally in an unstable region a "win", while at the same time starting a trade war with the economic powerhouse of the future, AND further uniting your other allies against you by yet again demonstrating what an erratic and unreliable partner you are, requires some seriously flawed and extremely short term focused understanding of the term "winning". guess i shouldn't be too surprised then...
i bet that if your orange cult leader robbed a kindergarten at gunpoint, you'd probably also consider it a "win" by the low standards you quickly found out you have to apply to him - i mean after all, he'd have all the wonderful brightly coloured crayons, right?
