Trump based his campaign on attacking the establishment so actually this action is in line with how he ran his winning campaign. In fact his victory mandates he criticizes and reforms government agencies. Had he ran as an establishment guy that wanted to keep things stable you would have a point, but that was not his campaign. Trump is a major change candidate and president.

Trump told everyone exactly how he would act as president during his campaign. He was going after the mainstream media, he was going after the washington establishment, the swamp, and he won. Now he is doing what he promised.

the fact that obama created better PR pictures and stories is not a good reason.

and, I mean, let's be honest: obama had a much easier time facing the families of school shooting victims because he could go "I am for tougher gun laws, but the evil NRA-funded repulbican congress doesnt let me, but I will fight with all my heart to prevent this from happening ever again."
trump is a president from the political side advocating gun rights, so he naturally has as much harder time in those occasions.

oh, and we all know that trump outright sucks at consoling others. he's good at pep talk, but sucks at consoling or showing empathy.
