No. I'm not criticizing the Chinese response. They took care of their country to the best of the their ability. Was the response perfect? Maybe not. I don't really know the details of their response well enough to pass accurate judgement. Maybe they did kill people (or at least cut them off from treatment, essentially letting them die).

China's response fucked it up for the rest of the world. They put other countries in untenable situations. Other countries are the ones that had to deal with inaccurate information and unpredictable points of entry.
