Let me get this straight. Every year since like 1977, USA has this budget and it keeps failing? You guys are setting a budget and can't stick to it, resulting in all these government shutdowns?

Something, something, doesn't matter when up against Fed law.

In this case the immigration rules are for the betterment of the whole country. On top of all that, it's just not right to bring illegals to work in the US when there are citizens of the US that NEED work.

The budgets aren't failing, it's just that the politicians have realized that they can "trade" their budget votes for other things.
