IMO, they are just trying to plug any possible future loopholes. Most laws attempt to do this. Not all are successful, and thereby cause problems down the road.
/e From a doctor's viewpoint it may look like... damned if I do, damned if I don't. But I really think it's better to TRY and make laws that don't have loopholes.

pregnancy into the woman's uterus.
Any decent lawyer should be able to walk all over the prosecution with that "if applicable" clause in condition C.
