You're saying that welfare benefits only minority groups. It doesn't. It benefits the poor. And what I ended with would directly address the problem that you're bringing up. Welfare contingent upon employment status is a seemingly obvious solution.
It's merely an example. I simply made an example and you placed emphasis on it, therefore I got more specific with that example. And no, I didn't state that welfare only benefits minority groups, you're taking my post out of context now.
