Like people keep saying, if this is about the infinitesimal (speaking of whom, what happened to that troll?) chance of getting cancer from a whiff of smoke, ban smoking. Otherwise, be prepared to take responsibility that with life comes risk. What you do to minimize the risks that are important to you is your responsibility.
It would be a terrible idea, not just because it's unenforcable, but also for the incredible intrusion on liberty over such a minimal risk.
Smoking is NOT something that can be stopped, just look at the drug war and alcohol's prohibition era.
Smoking laws here in Cali have done amazing at keeping smokers from smoking in public.
A whiff of smoke isn't all that dangerous. Even 100 whiffs of smoke is not. But hundreds if not thousands over the years IS dangerous. I have no desire to tell what people can do while in their homes or in non family friendly businesses(bars and the like,) just what they can do while in public. Nor do I have any desire to tell people what they can put it their body. The Idea that smoking defines a person is silly as far as I'm concerned.
