There was no treaty that barred Ukraine from seeking membership in NATO. Russia's seizure of Crimea in 2014 invalidated any pretext that the two sides were committed to peace, and Ukraine formally withdrew from the treaty in 2019 because of it.

NATO has ceased to be a defensive bloc since the refusal to accept Russia there. In 2007, the appliance of Ukraine (despite neutrality) and Georgia was announced. In 2008, Georgia was recognized by the UN as an aggressor for its attack on Abkhazia. Who knows how things will turn out regarding Ukraine. This is how the Russian authorities see the situation; the people have their own opinion: the lower the education, the more radical it is. Nothing new.
