Quite easily actually. Most schools already spend a ton on non-educational items, including 'security', and do not rely on federal funding for it.
Most of their funding comes from local taxation.
They simply need to reform how the money they do spend is spent.

Federal spending on education has ballooned in recent decades with lackluster and counterproductive results.

Complaining that Obama gave Iran their own money back the same day a plane crashed in their country(66 dead, no survivors), followed by a slight against his national security adviser while peddling tired Hannity talking points, followed by an attack on the FBI for missing the school shooter because they're too distracted by the Russia investigation.

He was right about the FBI missing the signals, they've already admitted that the dropped the ball there. Though there's plenty of blame to go around, it was a failure on the local authorities and the FBI.
He was wrong about everything else. It's kind of funny that he claims they're spending too much time on the Russia probe and that's why they missed all the warning signs.
I guess he doesn't understand how Mueller's team or the FBI works. Now he's saying he never denied russian interference despite having said it numerous times.
He's also back to blaming Obama for not doing anything again.
