it did not include a paradigm shift from the current family-based immigration system to a skill-based system, it did not include the removal of the abomination that is the diversity visa lottery, and as far as I can tell, it did not restrict the dreamers from sponsoring their siblings, thus pushing the doors wide open for further chain immigration from latin america. moreover, it did not set the border security funding in stone - a 60 senator majority could rescind it at any time. thus, this bill would give the pro-immigration side everything upfront, while the points for the anti-immigration side could later be taken back as soon as the democrats obtain a suopermajority in the senate.

trump offering 1.8 million dreamers not just a permanent stay, but also a path to citizenship, is already very generous and really pushing the boundaries of where he can go without losing his base or breaking his campaign promise of being tough on immigration. the democrats and pro-mass-immigration republicans like jeff flake would be well-advised to accept trumps offered compromise.

take it or leave it. if democrats and weak-on-immigration republicans dont accept trumps compromise, they are actively putting the dreamers in limbo in favor of future non-skill-based immigration. trump will have a much easier time explaining this outcome to his supporters than democrats and the jeff flakes will have with their respective base.

trumps approval ratings have climbed substantially in recent weeks.
trump and the republicans dont have a supermajority, they are still bottlenecked by the senate filibuster which requires 60 votes to be broken. by contrast, obama during his first two years did indeed have a supermajority.
the GOP is creeping back on the generic ballot in recent weeks. the generic ballot is now standing at around +7% for the democrats - due to gerrymandering and the inherent geographical disadvantage of the democratic coalition, experts estimate that they need to win by around 7% to break even in the house. thus, at this moment, the house race is completely open.

in the end, I personally believe that it wont be enough to be anti-trump for the democrats to take back the house or oust trump in 2020. they need to develop their own agenda, and it needs to be capable of winning a majority. the 2016 race proved that playing the feminism and minority card like crazy while offering nothing to average working-class citizens is not enough.
