Which would be never. So you say we shouldn't 'let people rot in the streets' and yet you say we should never house criminals.
Your proposition is ridiculous and would result in greatly increased rates of crime and poverty and amounts to immoral and inhumane treatment of people who have already been punished for any crimes they may have committed. It wouldn't be long before we began to see shanty towns populated entirely by criminals who have been denied a chance of rehabilitation. What you're proposing is not only utterly stupid but dangerous enough that it could cause serious damage to our society and economy.
This is why rational approaches are better than gut-reactions and vengeful impulses. Use your brain mate.
