The thief in question is fictitious. So expecting an answer as to his/her motivation in other circumstances is silly.

And so following the line of logic that concludes that we can't know what the hypothetical thief would do in other circumstances the answer to the question is what?

Taking a meeting with a Russian with suspected ties to the Kremlin in order to receive dirt on your political opponent during a campaign isn't equivalent to the vice chair of the intelligence committee going through the lobbyist of a Russian oligarch to get to Steele.

Going freelancing through russian back channels with known ties to the kremlin and hiding it from your senate colleagues for 7 months, while simultaneously denouncing someone meeting with a russian lawyer with "suspected ties" to the kremlin?
No its not equivalent, but its pretty close, and its hypocritical with the wide net he cast in saying nobody should be meeting with foreign adversaries in secret.
