Even during the 2008 recession bachelor degree holders had under 4% unemployment, which is about the levels of frictional unemployment. Not to bad.

Degree and technical skill is part of it. Being able to do the job is 1/3 of the equation. 1/3 is showing up on time...other 1/3 is not being a weirdo and being someone other people want to be around.

Less than 20% of the population actually requires college at the end though. Hence the underemployment

Colleges purposefully overaccept students and dumb down the curriculum for moneys

Unemployment isn't at all a good measure of underemployment. Besides the obvious bit of finding jobs they're overqualified for, they're less likely to seek unemployment benefits.

colleges have a huge issue with compass tests

compass tests shouldn't be the final say in getting in classes.

they should influence it, but colleges need more 1 on 1 time with advisers and students, for the final say
