He wanted to privatize it, but that fell through thankfully. He wanted to get rid of regulations that pilots and unions told him not to get rid of and complained that regulations were too expensive.
Outside of that, he hasn't spoken about it in a long time.
The only thing he actually did for commercial aviation so far is get rid of an obama regulation that required airlines and ticket agencies to inform you of baggage fees at the start of a ticket purchase. Spirit airlines is notorious for taking advantage of this. He also scrapped a mandate disclosure of more information about revenue from fees charged for extra services, because evidently he claims it costs airlines too much to disclose fees and what they're for.
So basically made it worse, not better.
So yeah, he's definitely been "strict" if we're going by "alternative" definitions of the word strict.
