You know the amount of effort and development required to bring a generic drug to market? You can't just hit the "Make ivermectin button" and start selling pills next week. You need to build an entire production facility to make the product with the requisite purity, you need to run a clinical trial demonstrating similar bioavailability to the current market approved drug, as well as go through the full FDA audit for your new production facility. The reason only merck makes the drug is because the US market for ivermectin is so small it isn't worth the effort for other manufacterers.
