It should be the responsibility of the Government to provide said Identification if it will be required for voting if an individual does not already have one. Since Every Legal voter has an SSA it should be easy enough to get this done and until it is, the ID requirement should not be mandated. The burden should not be shouldered solely on the individual to exercise their voting right. IMO

Speculation is good for debates. Making random claims without proof is not.

I'm all for requirting ID to vote. In Brazil voting is mandatory by law after a certain age, and valid form of ID is required to enter the voting centers.

If you chose not to vote, and no attempts to "excuse" why you didn't show up, there are consequences. No jail or fines, but mostly related to government related things. You can't apply for jobs in the Gov, not allowed to receive Gov grants and so on.

Edit: as for Natives land, I think it might be a little too late to just hand them more land and whatnot. That land is owned by the US GOV, not the natives. The US GOV gained ownership by means of force, the same way every single country did in the past for the most part.
