tldr: Pelosi and McConnell didnt reach an agreement in today's talks, now Pelosi wants to draft her own House version of a coronavirus package. She's saying that she doesnt give af about the Monday deadline the Senate has set for itself, there is confusion within her own caucus about what to do or expect, and some members of her own caucus dont see what her endgame is supposed to be:

60 votes were needed for cloture. 46 democrats voted no, 48 republicans voted yes, then mcconnell changed his vote to no as a procedural move necessary to allow a recall vote. 5 republicans are in quarantine and unavailable for the vote, not making up the 12 votes necessary for the motion.
