i'll have to read what specific stances he took on the bill instead of asking. so i can't yet comment on that part.
if you read the article that's listed in the tweet linked. it's kind of messed up and i don't see Rand saying anything similar. (to this particular aspect, not the parts about liberties being taken during time of emergency)

Over what? A virus that has thus far killed just over 5,000 worldwide and less than 100 in the United States? By contrast, tuberculosis, an old disease not much discussed these days, killed nearly 1.6 million people in 2017. Where’s the panic over this?
this is an infuriating read and Ron Paul deserves all criticism on this aspect of it.
does Rand Paul deserve the CoViD-19 disease just because his father was unable to see the facts?
edit: if Rand Paul has ever called the virus and/or disease a hoax, then my opinions here will change. his policy has little to do with that.
