Unfortunately, these lockdowns are not handled on the federal level and fall into the domain of the state. The areas with stricter, longer term lockdowns (mostly democrat stronghold cities/states) are seeing this. So you can't place the blame on Trump since it's handled on a state level.
Yea but he did a lot of damage at the federal level which you aren't really stating. In 2015, Obama set up a pandemic response team because he already foresaw an incoming health pandemic. Trump disbanded that response team in 2018. He undermined a lot of scientist's advice to the public and kept saying that no one could have prepared for this. There is literally footage of Obama AND Biden in 2015 explaining why a pandemic response team was necessary. He left a full pandemic preparedness plan for this current administration. So yes, Trump's negligence definitely trickled into an economic impact (not to mention the lives lost).
