Trump’s valuation was based on the property’s potential for residential development, but the terms of its deed prevent the land from ever being used that way, hence why other properties around it on smaller plots of land are valued higher

There's no imaginable world in which an island-spanning property zoned and licensed for business and residential, pulling in $50-75 million per year in revenue, on a 17 acre lot with a palatial estate is worth only $18 million while surrounded by 0.5 acre lots worth $40 million.
It doesn't matter how you classify it or put arbitrary reversible conditions on it.

Its like saying the entire White House compound could be valued at $200,000. Because we've got something in writing about how building new housing on the lot.
Mar a Lago is surrounded by $40 million+ lots that are less than a tenth its size
