So lets do a hypothetical. Canada suddenly experiences a coup, and in the immediate aftermath Quebec and Alberta declare independence, as well as a bunch of cities in Ontario on the US border. Cities that happen to be mostly or largely populated by Americans. The entirety of the great lakes, so the US cannot send ships up and down the St. Lawrence anymore. This is of great strategic importance to the US. Civil war breaks out. Maybe there's a rumour that China backed the coup. There's no proof just rumour. The new Canadian government is decidedly pro Chinese. The break away regions are decidedly pro America. What do you do? My money is on the US invading and deposing the pro Chinese government. It's a radically impossible scenario, but for Russia it is current events.

1. Make some basic rules.
2. If what happens doesn't fit one of those rules... take it to court.
3. Do NOT try to make one huge over-reaching rule.
Something like (in your ridiculous scenario)... It's legal to do whatever to protect your land and your people... within your borders.
If you want to take war to someone outside your borders.. you need a court case for that.
Btw... no one "needs" the St. Lawrence for shipping anymore... really.
Either the US or Canada could just make a really fat train line.
