The southern states haven't taken the necessary safety measures so they get double the waves. Not that hard
Let's see how far the waves will go up in blue states this winter, or how tough their governors have to make the restrictions to keep the wave low.

I think it was a snarky comment aimed at this narrative which is currently very widespread among liberal/left-wing circles: that Omicron is the result (and deserved punishment) for some sort of purported "vaccine apartheid", with all the rich (white) countries hoarding the vaccines and preventing developing (black and brown) countries from getting their peoples vaccinated quick enough to prevent the emergence of new variants.
In reality, South Africa has more vaccines available than people willing to get jabbed. Just a couple of days before Omicron was discovered, they were debating donating some of their vaccines to other African countries because the date of expiry was near. Same story in many other African countries where people don't even want to get vaccinated.
Also, pretty much all virologists agree that the mutation profile of Omicron is highly unusual and most definitely coming from a chronic, lingering covid infection in an immunocompromised individual, probably an HIV patient.
