Likely a move to expedite a porkbill through the channels.
I don't begin to understand politicians, but why not craft a tactical short and sweet relief bill?
It was done as an appropriations bill to move through the process faster once they actually started trying. Appropriations have to be passed every year, so by tieing it to the general funding of the government they basically tell everybody that if they vote no they're also shutting down the government. It also limits the number of committees it has to go through to get done.
Anyway, long story sort its appropriations because it removes red tape, and they actually want to pass it now that the election is over.
