It was done as an appropriations bill to move through the process faster once they actually started trying. Appropriations have to be passed every year, so by tieing it to the general funding of the government they basically tell everybody that if they vote no they're also shutting down the government. It also limits the number of committees it has to go through to get done.

Anyway, long story sort its appropriations because it removes red tape, and they actually want to pass it now that the election is over.

Interesting. Based on your post, I went back and looked it up, and indeed, the bill passed with a veto-proof majority in both House and Senate. Trump cannot veto. It appears the 2K will be a standalone measure, and nobody's even certain whether it will be a replacement to the $600, or on top of it.

The bill is probably a 2k pager if it were formatted as a technical document. It's a shame our representatives don't know how to create a table of contents on a PDF. Hard to comprehend with the sentences all sliced up with margins occupying 50% of the page.

Working as intended. If it's easily scannable, people might understand it and vote it down.
