Well, there were many aspects of the case to rule on. Is the mandate constitutional in terms of forcing commerce others to engage in commerce? Is it a tax? Are the states being coerced into expanding medicaid? To be frank, the Roberts logic was pretty tortured if you read up on the opinion.
If you read up on the wish list for Dems, I don't think you really need the permission of the courts. Raising minimum wage? Done before many times. Admitting more states? Done many times. A public option? We already have Medicare. Green infrastructure? That's fine too. Raising taxes? Easily constitutional.
I could see there being snags regarding voting rights and racial justice, but packing the Courts in an attempt to get EVERYTHING you want seems incredibly risky and the Dems have never been the party of risk takers.
