There is no race ratio. That has been outlawed. A school or business does not have to maintain a percentage of minorities. Rather, minorities often have qualified individuals without the means to pay for education.
Scholarships started as a way to get minorities out of prisons/off the streets and into. universities. They are not something awarded to everyone, although in modern times, there have been scholarships created for more groups (like sports).
In other words, it's not about getting 50% of a school's population to be a minority. It's about. making sure the numbers of qualified minorities are proportionate to the majority of the population.
