Neither democratic or republican administrations control hurricanes.

Im saying that the United States militarily has the theoretical technology to alter the trajectory of a hurricane. They can't "steer" it, nor will they ever try to on American soil due to reliability issues that lead to massive lawsuits. It's mostly a useless weather modification weapon because it's more effective to cause monsoons or droughts against your enemies. If they have this tech, they will never tell anyone.
Again, the point is not that the US can "control" a hurricane, but their ability to alter its course is plausible based on previous research that has been going on since the 1940s. You can draw your own conclusions from there.
