Hispanic is just a term used to denote somebody of spanish speaking/latin culture (Mexico, Cuba, South America etc) The census always differentiates between white non-hispanic and hispanic non-white, you will see this on almost any demographics you check. The vast majority of hispanics in the US are non-white hispanic, this is very basic information you could find googling or on wikipedia. When people say white, it has always meant someone of clearly European descent. The majority of Latin American countries are brown, same with the ones who come to the US. They identify as Hispanic, so it is basically colloquial term for a brown latin american person.
George Lopez is not white, he does not look white, he himself does not identify as white, he wouldn't lump himself into the same demographics as a guy like me. This isn't a complex matter, it really is skin deep. When Joe Arpaio goes looking for hispanics, he doesn't confuse the brown guy speaking spanish for white.
Had we no idea who this man was and a cop was beating him, you'd call the cop a racist for beating a brown person.
