I would use whatever means i had to find and punish the guilty. Only the guilty.
I wouldn't wage war on a civilian population
I wouldn't cut of baby formular, water and electricity in order to terrorize a population into giving up the guilty.
If i did, i would hope i had friends around me that would tell to my face that i was going too far to achieve my goals of vengance and that i should be better than the ones i try to prosecute. That the society i built based on equality, liberty and freedom is not just words they are perspectives and if you cannot grant that to your neighbours you soon will find the government will deem you no longer derserve them yourself.
