I agree, though it'd be great if drugs were simply legalized entirely. Easier to regulate to make the manufacture, distribution, and use "safer", can slap a sin tax on them, and takes all the power out of the hands of cartels, terrorist organizations, and gangs who currently profit the most off "the drug war".

I'm unsure exactly what the treatment will consist of, but it sounds like a rehab thing, complete with a "health exam" verifying you're clean before you can "pass".
Again, just a guess. In a general sense, I favor the bill.
