IA would be the electoral anomaly, not MN. While Des Moines is the largest city in Iowa, it (and its metro area) doesn't have the overwhelming portion of the state's population the way the Twin Cities in MN do (or Detroit in MI, or Milwaukee in WI, although that's to a lesser degree). Cities like Cedar Rapids, Dubuque, Quad Cities, Sioux City, and the IA suburbs of Omaha spread things out a bit more, there.
