Well.. they are doing it as we speak.. so I’m pretty sure it’s possible.
The UN and/or Arab countries can take responsibility over those people.

How many of the 1 million people have moved out since the announcement?

It’s not yet a question of who can take over responsibility after the movement has been completed - because the initial task is that grand

Because the immediate situation is unfolding in the here-and-now between Palestine and Israel. The international community--at least the West--is trying to find a way to contain Israel's bloodrage for revenge while knowing that Israel will decimate Gaza with little consequence despite violations of international law. The primary situation before us is how do we prevent the peak of the humanitarian crisis that is continuing to unfold for people who have no water, electricity, medical care, and quite literally physical land to go to as refugees.

Japan is the perfect example of how to properly deal with and reform a genocidal terrorist state.

You have to vanquish the radical elements entirely, while maintaining complete occupation & control of the new regime.

However, since Palestine is not a distinct ethnoreligious group like Japan is, and is surround by sympathetic Muslim states who encourage their violence, this solution I don't believe is possible.

Let me consult my omniscient satellite to detail precisely how many people are trying to escape and how many are being held back and/or killed by Hamas
