A republican president, with a majority in both the senate and the house whining about the filibuster rule that wasn't even applicable here, on a bill they tried to sneak in with budget reconciliation(which only needed 51 votes to pass and can't actually be filibustered, and they still couldn't pull it off because it was blocked by their own party). I don't think trump actually knows what budget reconciliation is.
