Well, I'll tell you what I learned in 'Introduction to Criminal Justice' in 2008. Federal crime statistics are wholly dependent upon accurate state reporting which is difficult considering there is actually no set standard across the board. It is the exact same way in 2020. There have been entire books and research papers written about this issue from prominent figures within the criminal justice community. I encourage you to read up on it.
Edit: I'd also encourage you all to investigate your cities. For instance, Kansas City has a 'black fund' that the courts have agreed tax payers don't get to see. That fund is what's used to pay out settlement agreements between the city and victims of police brutality. Most major cities have them. The settlements require NDA's be signed.
It's laughable how little the GOP actually knows about law enforcement.
