Trump's authority over dealing with the pandemic is quite limited, and you know it. You cannot hold someone responsible for something he has virtually no authority to affect. Yes, he could have been a great cheerleader, but the actions that have the greatest effect on controlling the spread of the virus, he has no control over, they rest with the governors.
The real issue with Trump is not that he didn't try or couldn't try to make lockdown or mask mandates. It's that he actively subverted good advice.
If he had said "I can't do it, but governors should!" and then made wearing a mask a priority then he wouldn't be getting shit for how he handled covid. At least not nearly as much.
Instead he actively made scientific recommendations controversial and sewed doubt in the public.
Oh and there's the fact that he responded insanely late on PPE manufacturing and procurement, actively encouraged bidding wars between states to acquire limited PPE, and a whole host of other things that he should be good at as a businessman.
