in order to have zero emissions buses the busing company would have to invest a massive amount into a whole new fleet of buses. realistically like 3 or 4 at a time not all at once. but this is incredibly expensive, so they wont do it. and there's likely 1 busing company in your area, just 1. u can open bidding, but the costs of another company having to set up shop in your town will be passed along to you. just imagine how much more expensive it would be if u also demanded they have zero emissions buses, which no one really has.
it's not a choice between current buses or zero emissions, zero isn't an option currently. and would need some sort of govt subsidizing imo to kick off. it only works in oshkosh because the line i references are publicly owned city buses, and it was a massive investment to get them.
this is one of the many fucked up situations school systems face, they have public funding but are limited in many of the contractors they can work with. line therapy, behavioral interventionists, school buses, etc. many can be limited.
