Rayshard Brooks was arrested, they had all the information about him, they probably knew he had no firearm, he had 0.108/0.8 blood alcohol.
I cant find the whole arrest scene, discussions, i'm suspecting he figured out they were planning to piss him off as much as possible and he panicked.
