You can just release methane from the ground and it will float up into the sky for free! Other chemicals you can shoot up with guns, in area 51 or another secret army base of your choosing. The chemicals will disperse themselves among the air and will spread vastly due to wind currents.

Why would you even bother using fucking planes for that.
