If you do not register for it , it doesn't count. Why ? Because as a citizen you are responsible for your country's development , future and to an extent Foreign Policy (Not that much but it affects)
Let's see 350M - 245M (Americans that are eligible to vote) = 105M (Not Eligible to Vote)
245M (Eligible) - 150M(Voted) = 95M (Didn't Vote)
