If you do not register for it , it doesn't count. Why ? Because as a citizen you are responsible for your country's development , future and to an extent Foreign Policy (Not that much but it affects)

245M (Eligible) - 150M(Voted) = 95M (Didn't Vote)

It's not about calling him names. Dictator isn't a name, words have prescribed meaning. He is categorically a dictator for the reasons you just stated: all dissent is banned, elections are cancelled, no freedom of belief or association, no human rights, children being press ganged and kidnapped in the streets.
