Honestly with how little this effects anything, contrasted by how much it will rule the news cycle, seems clear to me that he's had this round chambered and the Senate's strikeout on health care mixed with strong Russia sanctions required him to use it to put the beast down.

Its certainly a tiny impact compared to gays being able to serve, but not one I can easily agree with. Its hard to pretend its not a political wedge issue aimed at 2018. Then again, tolerance movements do make it nigh impossible to seperate highly destructive and risky mental illness from stable sexual identity, trans not having the normalization and established communities that gays had prior to their civil rights movement.
