Funny you should say that. In Pittsburgh we do have a "bridge" where poor vets (who happen to "live" there) do indeed die. Even though Pittsburgh is one of those cities that DO have a very large amount of private charities.
Even mixed with the federal welfare system, and a very good VA, it doesn't seem to be enough.
Since the steel mills were given away to foreign countries, more or less, by the fed, Pittsburgh is indeed a poor town. At least compared to what it used to be.
/e I guess it's still better than San Francisco was in 1996, which in order to deal with the homeless, offered to give them a one time bus ticket to where ever they wanted to go.
