dr. fauci was advising a previous admin official who was a board member for a pandemic task force in 2020 on not wearing a mask in feb 2020 when there was no community spread of covid. He advised against using non-medical grade masks in low risk areas where there was not infection. he also reiterated otc masks as at feb 2020 may not be up to standards to help reduce the spread. things clearly changed within a month because there was community spread and dr fauci updated his assessment.
