Masks are really for infected people to prevent them from spreading infection to people who are not infected rather than protecting uninfected people from acquiring infection. The typical mask you buy in the drug store is not really effective in keeping out virus, which is small enough to pass through the material. It might, however, provide some slight benefit in keep out gross droplets if someone coughs or sneezes on you. I do not recommend that you wear a mask, particularly since you are going to a very low risk location. Your instincts are correct, money is best spent on medical countermeasures such as diagnostics and vaccines.
1. this was in feb 2020 when he was advising on national stockpile of resources. i agree, the funds would have been better spent in testing/tracing to isolate those who are infected and get them away from anyone who was vulnerable.
2. otc are not medical masks. he is advising on for health care workers who were to be working directly with infected patients.
3. the goal was to reduce number of infections coming in, once community spread was more prevalent than that from international travel, the masks were recommended because it was in each community, therefore, limit the community spread.
4. low risk location with no community spread at feb 2020 - mask is not needed, once community spread picked up, he recommended masks.
