We have a state system and a federal system in the US. The federal system has force majeure. I'm not arguing with what you said at all, I said expect a blanket federal response.
Same situation with federalism here in Germany. Interestingly, with us, it's the more conservative states which have enacted more far-reaching restrictions, while it seems like in the U.S., it's the Democratic states which are more restrictive. (This might be due to Democratic states having the large, dense metros with lots of international travel, where infection numbers explode first.)
Regarding your point about a blanket federal response: I dont expect a tough federal shutdown. Trump is a coward at heart when it comes to unpopular measures, he will want to let the blame for tough curfews get directed at the governors instead of him. Also, your country is fucking huge, it will take quite some time until the corona situation gets critical everywhere, so that allowing the states more wiggle room makes sense.
