the reason we (as taxpayers) don't directly pay for the roads to the Company is simple -
can you image if everyday you came home from work and there were 7000 new bills in your mail from companies that did civil work that you had to pay?

It would take you the next day just to open them and figure out what you had to pay
but you couldn't , cause you'd have 7000 new bills...

also every company would need to hire 10000000 staff to mail out 300 million bills a day
